Summary of the collection

English: Jumli Sign Language is a local, independently developed sign language used by the Deaf community in Jumla District, Nepal. It is distinct from Nepali Sign Language. This collection will include approximately 60 hours of video recordings gathered from 30 Deaf participants, along with more than 200 lexical signs, metadata, informed consent documentation, photographs, and field notes. The recordings document everyday life, local culture, traditions, livelihoods, and the natural use of the language in a variety of communicative contexts. Research on Jumli Sign Language began in 2015, and in 2018, a dictionary containing 647 signs was published. A comprehensive video documentation project will be carried out between August 2026 and July 2027. All materials will be archived in the Endangered Languages Archive (ELAR) for long-term preservation and future research. This collection represents an important resource for preserving Nepal’s linguistic diversity, strengthening the linguistic and cultural identity of the Deaf community, supporting the development of educational materials, and facilitating future linguistic research. However, further research is still needed on the language’s vocabulary, grammar, sociolinguistic situation, and long-term documentation and preservation.

नेपाली: जुम्ली सांकेतिक भाषा जुम्ला जिल्लाको बहिरा समुदायले प्रयोग गर्ने स्थानीय तथा स्वतन्त्र रूपमा विकसित सांकेतिक भाषा होजुन नेपाली सांकेतिक भाषाभन्दा भिन्न छ। यस सङ्ग्रहमा ३० जना बहिरा सहभागीबाट सङ्कलित करिब ६० घण्टाको भिडियो अभिलेख२०० भन्दा बढी सांकेतिक शब्दमेटाडाटासूचित सहमति (Informed Consent), तस्बिर तथा फिल्ड नोटहरू समावेश गरिने छ। अभिलेखहरूले दैनिक जीवनसंस्कृतिपरम्पराजीविकोपार्जन तथा भाषाको स्वभाविक प्रयोगलाई समेटेका छन्। यस भाषाको अनुसन्धान सन् २०१५ मा प्रारम्भ भएको थियोर सन् २०१८ मा ६४७ संकेतहरू समेटिएको जुम्ली सांकेतिक भाषाको शब्दकोश प्रकाशित गरिएको थियो। यो भाषाको अब अगष्ट २०२६ देखि जुलार्इ २०२७ सम्ममा भिडियो अभिलेखीकरण हुनेछ। सम्पूर्ण सामग्री दीर्घकालीन संरक्षण तथा अनुसन्धान प्रयोजनका लागि ELAR (Endangered Languages Archive) मा अभिलेखीकरण हुनेछ। यो सङ्ग्रह नेपालको भाषिक विविधताको संरक्षणबहिरा समुदायको भाषिक तथा सांस्कृतिक पहिचानको सुदृढीकरणशैक्षिक सामग्री विकास तथा भविष्यका भाषिक अनुसन्धानका लागि अत्यन्त महत्वपूर्ण स्रोत हो। तथापिजुम्ली सांकेतिक भाषाको शब्दभण्डारव्याकरणसामाजिक–भाषिक अवस्था तथा दीर्घकालीन संरक्षणसम्बन्धी थप अनुसन्धान आवश्यक रहेको छ।

 

Group represented

English: The users represented in this collection are speakers of Jumli Sign Language (JSL), which has also been referred to in the literature and other databases as Jumla Sign Language. The collection primarily includes Deaf and hearing signers from diverse age groups, villages, and social backgrounds in the Sinja Valley of western Jumla District, the Purba Chaubis region, and the Tatopani area in the south. In addition, the collection includes one Deaf teacher who is a native user of Nepali Sign Language and later learned Jumli Sign Language, as well as one Jumli Sign Language user residing in the district headquarters of Jumla. Jumli Sign Language is a distinct language that has developed through local interaction and alongside the culture, traditions, and social environment of Jumla. Its documentation, preservation, and promotion make an important contribution to safeguarding the linguistic and cultural identity of the Deaf community while also enhancing their inclusive participation in public services and social life. The primary research and video documentation for this collection were conducted by two Nepali researchers. Yubaraj Keshar Khanal, a Deaf researcher originally from Nepal’s Terai region, and Devendra Timilsena Upadhaya, a hearing researcher who has lived in Jumla for many years and has worked extensively in Deaf education, served as the principal researchers for this project. Kamalsingh Budthapa, who has long been involved in the field of Deaf education, is also joining the ongoing phase of the research. All three are teachers of Deaf students in Jumla and are actively engaged in the research, documentation, preservation, and promotion of Jumli Sign Language.

नेपाली: यस सङ्ग्रहमा प्रतिनिधित्व गरिएको समूह जुम्ली सांकेतिक भाषा (साहित्य तथा अन्य डेटाबेसमा जुम्ला सांकेतिक भाषा भनेर पनि उल्लेख गरिएको) का प्रयोगकर्ताहरू हुन्। यसमा मुख्यतः जुम्ला जिल्लाको पश्चिमी भागस्थित सिञ्जा उपत्यका, पूर्व चाैधबिस, दक्षिणमा ताताेपानी क्षेत्र विभिन्न उमेर समूह, गाउँ तथा सामाजिक पृष्ठभूमिका बहिरा र सुन्ने भाषा प्रयोगकर्ताहरू समावेश छन्। साथै, नेपाली सांकेतिक भाषाका मूल प्रयोगकर्ता भई पछि जुम्ली सांकेतिक भाषा सिकेका एक जना बहिरा शिक्षक तथा जुम्ला सदरमुकाममा बसोबास गर्ने एक जना जुम्ली सांकेतिक भाषा प्रयोगकर्ता पनि यस सङ्ग्रहमा प्रतिनिधित्व भएका छन्। जुम्ली सांकेतिक भाषा स्थानीय अन्तरक्रिया, संस्कृति, परम्परा तथा जुम्लाको सामाजिक परिवेशसँगै विकसित भएको एक विशिष्ट भाषा हो। यसको अभिलेखीकरण, संरक्षण र प्रवर्द्धनले बहिरा समुदायको भाषिक तथा सांस्कृतिक पहिचान संरक्षण गर्न तथा सार्वजनिक सेवा र सामाजिक जीवनमा उनीहरूको समावेशी सहभागिता अभिवृद्धि गर्न महत्वपूर्ण योगदान पुर्‍याउँछ। यस सङ्ग्रहका लागि मुख्य अनुसन्धान तथा भिडियो अभिलेखीकरण दुई जना नेपाली अनुसन्धानकर्ताले गरेका हुन्। युबराज केसर खनाल, जो नेपालको तराई क्षेत्रका मूल निवासी तथा बहिरा अनुसन्धानकर्ता हुन्, र देवेन्द्र तिमिल्सिना, जो सुन्ने अनुसन्धानकर्ता हुन् र लामो समयदेखि जुम्लामा बसोबास गर्दै बहिरा शिक्षाको क्षेत्रमा कार्यरत छन्, यस कार्यका प्रमुख अनुसन्धानकर्ता हुन्। बहिरा शिक्षाको क्षेत्रमा लामो समयदेखि कार्यरत कमलसिंह बुढ्थापा पनि अब लागु हुने अनुसन्धानमा संलग्न हुदै छन्। यी तीनै जना जुम्लाका बहिरा विद्यार्थीहरूका शिक्षक हुनुका साथै जुम्ली सांकेतिक भाषा अनुसन्धान, अभिलेखीकरण, संरक्षण तथा प्रवर्द्धनमा सक्रिय रूपमा संलग्न रहेका छन्।

 

Language information

English: Jumli Sign Language is a local sign language used by the Deaf community in Jumla District, Karnali Province, Nepal. It is primarily used for everyday communication among Deaf individuals, their family members, and other members of the local community. The language represents the linguistic and cultural identity of the Deaf community of Jumla.The Ethnologue (2023) lists this language as Jumla Sign Language (JSL). It reports that the language has approximately eight users, is mainly used in Chandannath Municipality, and shares 45–49% lexical similarity with Nepali Sign Language (NSL). However, more recent and detailed research indicates that these figures require substantial revision.

Devendra Timilsena Upadhaya completed an M.Ed. thesis on Jumli Sign Language at Tribhuvan University in 2015. This is considered the first comprehensive academic study of the language and established an important foundation for its documentation and linguistic analysis. Based on Nepali grammatical conventions and local usage, Timilsina argued that the appropriate name for the language is Jumli Sign Language, rather than Jumla Sign Language. During this research and the subsequent dictionary project, he worked directly with 47 Deaf individuals from all eight local administrative units of Jumla District (seven rural municipalities and one municipality). The study included villages in the Sinja and Chaudhabis valleys, Tatopani Rural Municipality, and Chandannath Municipality, where the district headquarters is located. These findings demonstrate that Jumli Sign Language is not confined to Chandannath Municipality but is used across various parts of Jumla District. Under Timilsina’s leadership, a Jumli Sign Language Dictionary was completed in 2017 and privately published in Nepal in 2018. The dictionary contains 647 lexical signs. Of these, 112 signs are similar to those found in Nepali Sign Language, while 497 signs are different from NSL. An additional 38 signs are not included in the existing Nepali Sign Language dictionary at all. These findings suggest that the actual lexical similarity between Jumli Sign Language and Nepali Sign Language is considerably lower than the 45–49% reported in the Ethnologue. Since then, Timilsina has collected additional Jumli signs, although these have not yet been published. Regarding the number of users, Timilsina estimates that there are approximately 300 users of Jumli Sign Language, including both Deaf and hearing signers. This estimate is substantially higher than the eight users reported by the Ethnologue, indicating a much larger linguistic community.

Existing studies have also provided important insights into the sociolinguistic situation of Jumli Sign Language. Both Hurlbut and Timilsena reported that they had to travel throughout different parts of Jumla to locate Deaf individuals, suggesting that the language is dispersed across the district rather than concentrated in a single village or a small cluster of neighboring villages. However, further research is still needed to determine where users are most heavily concentrated, as well as to examine patterns of Deaf community settlement, marriage, social networks, and language transmission across generations.The Ethnologue (2023) also notes that many children attending the small school for the Deaf in Jumla travel from villages located one to two days’ walk away and arrive without knowledge of Jumli Sign Language. This observation highlights the need for further investigation into the language’s geographical distribution, intergenerational transmission, and patterns of community use.

In 2025, a Nepali research team collaborated with Dr. Hofer to conduct additional video documentation of Jumli Sign Language. These recordings document the language in natural use and provide an important resource for future linguistic research, language preservation, dictionary expansion, and the development of educational materials. As part of the ongoing documentation project, additional lexical items, video archives, and other linguistic materials have also been published. Although the research conducted to date including the academic thesis, dictionary compilation, and video documentation represents significant progress, these efforts constitute only the initial stage of documenting and describing Jumli Sign Language. Comprehensive research is still needed on the language’s vocabulary, grammar, syntax, linguistic variation, intergenerational transmission, language use, sociolinguistic status, and the cultural practices of its signing community. Continued research, systematic documentation, and multidisciplinary linguistic and anthropological studies are essential for the long-term preservation, development, official recognition, and the strengthening of the linguistic, educational, and cultural rights of the Deaf community of Jumla.

नेपाली: जुम्ली सांकेतिक भाषा नेपालको कर्णाली प्रदेशस्थित जुम्ला जिल्लाको बहिरा समुदायले प्रयोग गर्ने स्थानीय सांकेतिक भाषा हो। यो भाषा मुख्य रूपमा बहिरा व्यक्तिहरू, उनीहरूका परिवारका सदस्यहरू तथा स्थानीय समुदायका अन्य सदस्यहरूबीच दैनिक सञ्चारका लागि प्रयोग गरिन्छ। यस भाषाले जुम्लाको बहिरा समुदायको भाषिक तथा सांस्कृतिक पहिचानलाई प्रतिनिधित्व गर्दछ। Ethnologue (2023) ले यस भाषालाई Jumla Sign Language (JSL) का रूपमा सूचीकृत गरेको छ। त्यसमा यस भाषाका करिब आठ जना प्रयोगकर्ता रहेको, यो मुख्यतः चन्दननाथ नगरपालिकामा प्रयोग हुने, तथा नेपाली सांकेतिक भाषा (NSL) सँग ४५–४९ प्रतिशत शब्दगत समानता रहेको उल्लेख गरिएको छ। तर पछिल्ला तथा विस्तृत अनुसन्धानहरूले यी तथ्याङ्कहरूमा उल्लेखनीय संशोधन आवश्यक रहेको देखाएका छन्।
देवेन्द्र तिमिल्सिना उपाध्यायले सन् २०१५ मा त्रिभुवन विश्वविद्यालयबाट जुम्ली सांकेतिक भाषा विषयमा एम.एड. तहको शोधप्रबन्ध पूरा गरेका थिए। यो अनुसन्धानलाई यस भाषासम्बन्धी पहिलो विस्तृत शैक्षिक अध्ययन मानिन्छ, जसले भाषाको अभिलेखीकरण र भाषावैज्ञानिक विश्लेषणका लागि महत्वपूर्ण आधार तयार गरेको थियो। नेपाली भाषाको व्याकरणिक परम्परा तथा स्थानीय प्रयोगका आधारमा तिमिल्सिनाले यस भाषाको उपयुक्त नाम जुम्ली सांकेतिक भाषा (Jumli Sign Language) नै हुनुपर्ने, जुम्ला सांकेतिक भाषा (Jumla Sign Language) नभएको तर्क प्रस्तुत गरेका छन्। उक्त अनुसन्धान तथा त्यसपछिको शब्दकोश निर्माणका क्रममा उनले जुम्ला जिल्लाका सबै आठ स्थानीय तह (सात गाउँपालिका र एक नगरपालिका) का ४७ जना बहिरा व्यक्तिहरूसँग प्रत्यक्ष रूपमा काम गरेका थिए। अध्ययनमा सिंजा उपत्यका, चौधबिस उपत्यका, तातोपानी गाउँपालिका तथा जिल्ला सदरमुकाम रहेको चन्दननाथ नगरपालिकाका गाउँहरू समावेश थिए। यी तथ्यहरूले जुम्ली सांकेतिक भाषा केवल चन्दननाथ नगरपालिकामा सीमित नभई जुम्ला जिल्लाका विभिन्न भागहरूमा प्रयोग हुने भाषा भएको स्पष्ट देखाउँछन्। तिमिल्सिनाको नेतृत्वमा जुम्ली सांकेतिक भाषा शब्दकोश सन् २०१७ मा तयार भई सन् २०१८ मा नेपालमा निजी रूपमा प्रकाशित गरिएको थियो। उक्त शब्दकोशमा ६४७ वटा सांकेतिक शब्दहरू समावेश छन्। तीमध्ये ११२ वटा संकेतहरू नेपाली सांकेतिक भाषासँग मिल्दोजुल्दो छन् भने ४९७ वटा संकेतहरू नेपाली सांकेतिक भाषाभन्दा फरक छन्। साथै ३८ वटा संकेतहरू विद्यमान नेपाली सांकेतिक भाषा शब्दकोशमा समावेश नै छैनन्। यी तथ्यहरूले जुम्ली सांकेतिक भाषा र नेपाली सांकेतिक भाषाबीचको वास्तविक शब्दगत समानता Ethnologue ले उल्लेख गरेको ४५–४९ प्रतिशतभन्दा निकै कम रहेको संकेत गर्छन्। त्यस यता तिमिल्सिनाले थप जुम्ली संकेतहरू पनि सङ्कलन गरेका छन्, यद्यपि ती अझै प्रकाशित भएका छैनन्। प्रयोगकर्ताको सङ्ख्याका सम्बन्धमा तिमिल्सिनाको अनुमानअनुसार जुम्ली सांकेतिक भाषाका करिब ३०० जना प्रयोगकर्ता छन्, जसमा बहिरा तथा सुन्न सक्ने दुवै प्रकारका संकेत प्रयोगकर्ताहरू समावेश छन्। यो सङ्ख्या Ethnologue ले उल्लेख गरेको आठ जना प्रयोगकर्ताभन्दा निकै बढी हो, जसले यस भाषिक समुदायको वास्तविक आकार धेरै ठूलो रहेको देखाउँछ।

Ethnologue (2023) ले जुम्लास्थित सानो बहिरा विद्यालयमा अध्ययन गर्ने धेरै बालबालिकाहरू एकदेखि दुई दिन पैदल हिँडेर टाढाका गाउँहरूबाट आउने र उनीहरू विद्यालय आउँदा जुम्ली सांकेतिक भाषाको ज्ञान नभएको पनि उल्लेख गरेको छ। यसले भाषाको भौगोलिक वितरण, पुस्तान्तरण तथा समुदायभित्रको प्रयोगसम्बन्धी थप अनुसन्धानको आवश्यकता औँल्याउँछ।
सन् २०२५ मा नेपाली अनुसन्धान टोलीले डा. होफरसँग सहकार्य गरी जुम्ली सांकेतिक भाषाको थप भिडियो अभिलेखीकरण सम्पन्न गरेको थियो। यी भिडियोहरूले भाषाको प्राकृतिक प्रयोगलाई अभिलेख गरेका छन् र भविष्यका भाषावैज्ञानिक अनुसन्धान, भाषा संरक्षण, शब्दकोश विस्तार तथा शैक्षिक सामग्री विकासका लागि महत्वपूर्ण स्रोतका रूपमा काम गर्नेछन्। यस निरन्तर अभिलेखीकरण परियोजनाअन्तर्गत थप सांकेतिक शब्दहरू, भिडियो अभिलेखहरू तथा अन्य भाषिक सामग्रीहरू पनि प्रकाशित भएका छन्। हालसम्म सम्पन्न भएका अनुसन्धानहरू—शोधप्रबन्ध, शब्दकोश निर्माण तथा भिडियो अभिलेखीकरण—जुम्ली सांकेतिक भाषाको दस्तावेजीकरणमा महत्वपूर्ण उपलब्धि भए पनि यी प्रयासहरू यस भाषाको अध्ययनको प्रारम्भिक चरण मात्र हुन्। यस भाषाको शब्दभण्डार, व्याकरण, वाक्यसंरचना, भाषिक विविधता, पुस्तान्तरण, भाषा प्रयोग, समाजभाषिक अवस्था तथा सांकेतिक समुदायका सांस्कृतिक अभ्यासहरूबारे अझ व्यापक अनुसन्धान आवश्यक छ। जुम्ली सांकेतिक भाषाको दीर्घकालीन संरक्षण, विकास, सरकारी मान्यता तथा जुम्लाको बहिरा समुदायको भाषिक, शैक्षिक र सांस्कृतिक अधिकारको सुदृढीकरणका लागि निरन्तर अनुसन्धान, व्यवस्थित अभिलेखीकरण तथा बहुविषयगत भाषावैज्ञानिक र मानवशास्त्रीय अध्ययन अपरिहार्य छन्।

Collection history

English: Jumli Sign Language is a shared sign language used by Deaf and hearing communities in the Sinja Valley, Chaudhabise Valley, and Panasaya region of Jumla District, located in the northwestern part of Nepal. Jumla District is situated at approximately 29°25′ North latitude and 82°22′ East longitude. Owing to its remote Himalayan geography, geographical isolation, and sustained social interaction within local communities, Jumli Sign Language is believed to have developed independently. The first systematic academic study of Jumli Sign Language began in 2015. In that year, Devendra Timilsina Upadhyay conducted the first scholarly research on the language as part of a Master of Education (M.Ed.) thesis at Tribhuvan University, based on data collected from 47 Deaf participants. This pioneering research established an important foundation for the documentation, study, and preservation of Jumli Sign Language. Building on this work, a Jumli Sign Language Dictionary containing 647 local signs was compiled in 2017. The dictionary has made a significant contribution to preserving the language’s vocabulary while supporting teaching, learning, and further linguistic research. The present documentation project will record everyday conversations, personal narratives, local cultural practices, and the natural use of the language. The collection will also include metadata preparation, linguistic annotation, translation, and descriptive documentation. These materials will play a vital role in the long-term digital preservation of Jumli Sign Language through archiving in ELAR (Endangered Languages Archive). Today, Jumli Sign Language is increasingly recognized as an important linguistic and cultural heritage of Nepal. However, the growing influence of Nepali Sign Language highlights the urgent need for its long-term preservation, comprehensive documentation, and intergenerational transmission to ensure its continued vitality.

नेपाली: जुम्ली सांकेतिक भाषा नेपालको उत्तर–पश्चिमी भागमा अवस्थित जुम्ला जिल्लाको सिञ्जा उपत्यका, चौधबिस उपत्यका तथा पानसय क्षेत्रका बहिरा र सुन्ने समुदायले प्रयोग गर्दै आएको साझा सांकेतिक भाषा हो। जुम्ला जिल्ला करिब २९°२५′ उत्तर अक्षांश र ८२°२२′ पूर्व देशान्तरमा अवस्थित छ। दुर्गम हिमाली भूगोल, भौगोलिक दूरी तथा समुदायबीचको निरन्तर सामाजिक अन्तरक्रियाका कारण यो भाषा स्वतन्त्र रूपमा विकसित भएको मानिन्छ। यस भाषाको व्यवस्थित अध्ययन सन् २०१५ मा सुरु भएको हो। सो वर्ष देवेन्द्र तिमिल्सिना उपाध्यायले त्रिभुवन विश्वविद्यालयअन्तर्गत शिक्षाशास्त्रमा स्नातकोत्तर (M.Ed.) तहको शोधप्रबन्धमार्फत ४७ जना बहिरा सहभागीहरूको आधारमा यसको पहिलो शैक्षिक अनुसन्धान सम्पन्न भएको थियो। यस अनुसन्धानले जुम्ली सांकेतिक भाषाको अभिलेखीकरण, अध्ययन र संरक्षणका लागि महत्वपूर्ण आधार तयार गर्‍यो। सन् २०१७ मा यस अनुसन्धानलाई निरन्तरता दिँदै ६४७ स्थानीय सांकेतिक शब्द समेटिएको जुम्ली सांकेतिक भाषा शब्दकोश तयार गरियो, जसले भाषाको शब्दभण्डार संरक्षण, शिक्षण–सिकाइ तथा अनुसन्धानमा महत्वपूर्ण योगदान पुर्‍याएको छ। यसमा दैनिक संवाद, व्यक्तिगत अनुभव, स्थानीय संस्कृति र भाषाको प्राकृतिक प्रयोग अभिलेखीकरण गरिने छ। सामग्रीमा मेटाडाटा तयारी, भाषिक टिप्पणी (annotation), अनुवाद तथा वर्णनात्मक विवरणसमेत समावेश गरिने छ। यो सङ्कलन दीर्घकालीन डिजिटल संरक्षणका लागि ELAR (Endangered Languages Archive) मा अभिलेखीकरणका रूपमा महत्वपूर्ण भूमिका खेल्ने छ। आज जुम्ली सांकेतिक भाषा नेपालको महत्वपूर्ण भाषिक तथा सांस्कृतिक सम्पदाका रूपमा स्थापित हुँदै गएको छ। यद्यपि नेपाली सांकेतिक भाषाको बढ्दो प्रभावका कारण यसको दीर्घकालीन संरक्षण, अभिलेखीकरण र पुस्तान्तरण आवश्यक रहेको छ।
